Easy to order easy to ship.. However... The liner bag needs a flat bottom or an insert to slide into bag, Pins on lamps puncture sealed bag ( does not make sense if you are trying to contain waste). would make final sealing easier. all it would have to be is a cardboard or plastic tray.
Ballast bucket should be a box instead goes back to the square peg in a round hole concept. not efficient use of space.. Liner should also be longer to help seal when full.

I like the setup, but since most ballasts are rectangular in shape, a square type bucket would be better than round for this purpose. It would be a better value if the container would hold more than a circular bucket does
